Release of technology to a visiting Foreign National may be subject to export control laws.

Visiting foreign nationals should be screened against debarred parties lists to ensure compliance with regulations. (Request a free screening)

Before working with visiting foreign nationals, be sure your collaboration qualifies as fundamental research.  In many instances, a visiting scientist agreement may need to be signed.

 An "export" is defined as the release of controlled technology to a foreign national.

"Release" is defined as:

  • Visual inspection by foreign nationals
  • Oral exchanges of information in the United States or abroad
  • The application to situations abroad of personal knowledge or technical experience acquired in the United States
 Technology is defined as specific information necessary for the "development," "production," or "use" of a product. The information takes the form of "technical data" or "technical assistance."
